Joe Barb and Lambert Miller, founders of the organization, were inspired to create a nonprofit after witnessing a homeless youth seeking refuge and warmth in a barbershop during a cold winter day.
Joe asked the barber if someone was assisting the young person, the barber said, 'I don't think anyone is looking for this kid, he has no one, and comes in to warm up'. Joe noted that the youth was about the same age as his son.
Determined to help, they discovered a lack of support services available targeted to youth.
Joe immediately resigned from his position to start a nonprofit to provide support to at-risk youth.
Our organization recognizes the importance of prioritizing the voices and experiences of the youth we serve. As such, our Board of Directors is first and foremost accountable to the youth, including the South Dakota Youth Action Board (YAB). The YAB is composed of a diverse group of young individuals aged 15-24, who reflect the demographics and challenges faced by young people experiencing homelessness in our region.
Established in July 2020, the South Dakota Youth Action Board (YAB) has rapidly grown to include well over 140 youth by January 2024. This significant participation demonstrates the commitment and engagement of young individuals in addressing youth housing insecurity. The YAB collaborates with various organizations, including the Department of Housing and Urban Development (HUD), the South Dakota Housing Development Authority, Continuum of Care, and service providers. Together, we work collectively to develop and implement strategies that effectively address the issue of youth homelessness.
In our State Coordinated Community Plan, we place great importance on incorporating the valuable insights and expertise provided by the YAB. Their input is instrumental in identifying and addressing the challenges faced by at-risk and homeless youth. By actively involving the YAB in our decision-making processes, we ensure that our programs and services are tailored to meet the specific needs of the youth we serve.
Through our collaboration with the YAB, we strive to create a supportive and inclusive environment that empowers young individuals and helps them overcome the obstacles they face. By amplifying their voices and incorporating their perspectives, we can work towards a future where youth homelessness is effectively addressed, and all young people have access to safe and stable housing.
The Youth Action Board Mission and Vision:
Mission – At the Youth Action Board, our mission is to create change and innovative solutions to address young adult housing insecurity. We aim to foster a caring and compassionate environment where young people can feel safe, loved, and empowered to succeed. Our audience includes the community, young people, and decision makers. We strive to work collaboratively to make a lasting impact on young adults in our community affected by housing insecurity.
Vision - YAB: Youth Abolishing Barriers

Ted Hayward, a Missouri native, had a tumultuous childhood, moving frequently among relatives in the Ozarks. Despite the instability, he cherishes the close bonds he shares with his family.
After losing his job as a project manager at Sands Drywall, Ted found himself on the brink of homelessness. This turning point led him to a new path. He transitioned to maintenance work in mobile home parks and discovered a newfound faith, getting baptized at 49.
His encounters with the homeless community during his maintenance work opened his eyes and heart. Ted's compassion grew as he listened to their stories, realizing that everyone has a unique journey.
Since 2014, Ted has been actively involved in community outreach, from serving meals out of an old RV to volunteering with various organizations like the Kiwanis Club and the HOPE Center. He co-founded Family Promise of the Black Hills and recently introduced a mobile shower unit to provide bathing facilities for those in need.
Driven by a deep commitment to serving the homeless population in Rapid City, Ted has witnessed the tragic loss of friends to homelessness. Regardless of the reasons behind their struggles – be it job loss, health issues, addiction, or trauma – saying goodbye is always difficult.
When not engaged in community service or working as an independent adjuster, Ted enjoys riding his motorcycles through the Black Hills, capturing moments through photography, and spending quality time with his daughter in Sioux Falls.
